OsmAnd works offline and has features specifically meant for bike rides and hikes. Your dad would love it, except that most of the best features (such as offline navigation) only work on the Android version, and your dad’s switching away from his iPhone when they take it out of his cold dead hands (or when he realizes that he’d have to lose the headphones jack if he wants to upgrade again).
